Untuk itu pemerintah mengeluarkan peraturan pada tanggal 24 Desember 2012, Pemerintah mengeluarkan PP No.109/2012 tentang pengamanan rokok bagi kesehatan yang didalamnya tercantum peraturan- peraturan yang harus dipatuhi oleh produsen rokok. Tujuan penelitian ini Untuk mengetahui bagaimana persepsi perokok aktif dalam mempersepsikan label peringatan bahaya merokok pada kemasan rokok tahun 2016. Jenis penelitian ini adalah penelitian dengan menggunakan metode kualitatif, dari bulan agustus - september 2016. Data primer diperoleh melalui wawancara focus group discussion sedangkan data sekunder diperoleh dengan telaah dokumen. Informan dalam penelitian ini adalah perokok aktif di Kelurahan Tarok Dipo Kecamatan Guguk Panjang Kota Bukittinggi. Hasil penelitian ini adalah Konsumsi rokok oleh mayoritas masyarakat menjadi fenomena tersendiri yang sulit untuk dihentikan, usaha pemerintah untuk mengurangi konsumsi rokok masyarakat dengan mewajibkan perusahaan rokok mencantumkan label peringatan bahaya merokok dikemasan rokok memang telah dilakukan, namun para perokok tetap saja membandel untuk tetap melakukan kebiasaannya merokok. maka diketahui pengertian akan makna yang konsumen letakkan pada stimulus dari label peringatan bahaya merokok yang mereka lihat dan pengalaman masa lalu menjadi faktor penting dalam pembentukan persepsi seseorang. masing-masing individu melakukan interpretasi berdasarkan pengalaman masa lalu dan kepentingannya. Persepsi merupakan suatu proses kognitif psikologis yang mencerminkan sikap, kepercayaan, nilai dan harapan persepsi bersifat pribadi.
